Fix tis-ci tests

The Argon2 tests were failing because we were allocating too much memory
on 16-bit platforms.  Reducing the test from 4 lanes & 32KiB down to 2
lanes and 16KiB should fix it.

The main test suite of course still needs bigger parameters.
